Pest control sales license and registration rules by state
State rules for people who sell pest control door to door: ID cards, registration and what an unlicensed rep may say, in the states checked so far.
Short answer: every state certifies the people who apply pesticides. Fewer regulate the person who only sells the service, and those that do use an identification card or employee registration that the pest control company applies for. California goes furthest: an unlicensed rep may introduce the company and set an appointment, but may not inspect, identify pests or quote a price beyond the company's printed literature. The table lists the 6 states where we read a rule about sales staff on an official source.
How to read this page
A state is listed only when we read the rule on the legislature's or the agency's own page; each row links to it. A state that is missing was not checked or could not be confirmed, which is different from having no rule. Laws change, so treat this as a starting point and confirm with the company and the agency before you sell. Sources were last read on November 6, 2026. This is general information, not legal advice.
The rules, state by state
| State | What the rule says | Source |
|---|---|---|
| California | An unlicensed person may solicit for a registered company, meaning introduce the company, distribute its advertising and set appointments. Securing work, inspecting and bidding require a field representative or operator license from the Structural Pest Control Board. | Structural Pest Control Act (Bus. & Prof. Code 8507, 8550) |
| Florida | Employees who solicit pest control for a licensed company must carry an identification card. | Fla. Stat. 482.091 |
| Georgia | Employees who solicit structural pest control must be registered with the Department of Agriculture. | Georgia Department of Agriculture |
| Mississippi | Employees of a pest control business who solicit work must qualify for a registered technician identification card, unless working in the physical presence of a license holder or an experienced registered technician. | Mississippi Department of Agriculture and Commerce FAQ |
| North Carolina | The licensee must apply for an identification card for each estimator, salesman, serviceman or solicitor within 75 days of hiring. A person with a recent conviction listed in the statute may not act in those roles. | N.C.G.S. 106-65.31 |
| Texas | The business of structural pest control includes sales, and a business or person may not advertise or solicit pest control without a business license. The department's pages do not say whether an employee who only sells needs a technician or apprentice credential, so ask the company. | Texas Department of Agriculture |
What this means for a summer sales rep
- Ask which card you will carry in the state you are sent to, and whether it will arrive before you start knocking.
- Stay inside what your credential allows. Where the law separates soliciting from inspecting, a sales rep who identifies a pest or recommends a treatment is doing licensed work.
- Do not talk about chemical safety from memory. Use the company's written material. Statements about safety and effectiveness are where sales reps get companies fined.
- The city permit is separate. See the permit rules by city.
States not in the table
The agency pages we read for Virginia, South Carolina, Alabama and Louisiana describe credentials for people who apply pesticides and do not mention sales staff either way. Tennessee's department refers to a solicitor card, but the page explaining it would not open, and the Arizona, Colorado and Utah pages would not open at all. None of those is a finding that no rule exists. The pest control sales FAQ covers the summer program, the service agreement and pay.
Questions
Can an unlicensed sales rep quote a price for pest control in California?
Only a price printed on the company's own literature. California's Structural Pest Control Act lets an unlicensed person solicit for a registered company, which means introducing the company, handing out its advertising and setting appointments. Inspections, pest identification, opinions on what work is needed and other price quotes are for a licensed field representative or operator.
How soon must a pest control company register a new sales rep?
It depends on the state. North Carolina requires the licensee to apply for the employee's identification card within 75 days of hiring. Other states set their own deadlines, so ask the company when it files.
Is a pest control sales rep the same as a technician under state law?
Not usually. Technicians and applicators handle pesticides and are certified for it. Sales staff are covered, where they are covered at all, by a separate identification card or registration. Mississippi is an example where employees soliciting work must qualify for the same registered technician card.
