Solar sales license, registration and contract rules by state

State rules that touch a solar sales rep: salesperson registration, who may offer a contract, required disclosures and cancellation periods, with sources.

Short answer: states regulate residential solar sales in three ways. Some register the salesperson (California, and Texas since September 2026). Some limit who may offer or sign a contract (Nevada requires a contractor license or employment by a licensee). And some prescribe what the contract must disclose and how long the buyer has to cancel (Arizona, Florida, and Virginia from 2027). The table lists 6 states where we read the rule on an official source.

How to read this page

A state is listed only when we read the rule on the legislature's or the agency's own page; each row links to it. A state that is missing was not checked or could not be confirmed, which is different from having no rule. Laws change, so treat this as a starting point and confirm with the company and the agency before you sell. Sources were last read on November 6, 2026. This is general information, not legal advice.

What this means in the sales conversation

States not in the table

Colorado and Utah passed residential solar sales laws in 2025 that take effect in 2026; we read the bills but not the final codified text, so they are not listed yet. Maryland and Connecticut license or register home improvement salespeople generally, which can reach solar sold to homeowners; see the home improvement licensing answer. New Mexico, Massachusetts, New Jersey and Illinois were looked for and not confirmed.

Questions

Can an independent contractor sell residential solar in Nevada?

Nevada law says a person may perform, offer, bid on or sign a contract for residential solar work only if they hold a contractor license or are an employee of a licensee. Ask any company selling there how it engages its reps, and get the answer in writing.

Which states give more than three days to cancel a solar contract?

Of the states we have read, Virginia will: from January 1, 2027 a solar contract there must state the right to cancel without penalty within five business days. Arizona and Florida require the contract to give at least three business days.

When did Texas start registering solar salespeople?

September 1, 2026. Residential solar salespersons in Texas must be registered with the Department of Licensing and Regulation, which also registers the solar retailers they sell for.
